is if they don't concern issfpd, they don't get the respect with a meineke client, but for us that is not a compelling reason -- or they might not get a client, but for us that is not a compelling reason. security is a growing industry. i am sure they will have a fine livelihood outside the city, but there is nothing they are offering to do or that you could offer to them other than that the services you are now in this connection with the city and the sfpd. they can still help the citizenry, the private individual and private business. they just don't need to be under you. vice president mazzucco: did you find anything about the rates that patrol specials sell to their clients? what are the rates they get? and does that compare differently from what private security businesses are getting. our patrol specials getting more because of this affiliation with the san francisco police department and the police commission? do they get an inflated rate because of that? >> the simple answer is, no, we did not get the information on exactly the rates. the patrol specials refused to giv

a greater bond between the police and the patrol specials. use that to strengthen both. if you -- the missions and values are to protect the safety and security of everyone who lives in this city. thank you. [applause] >> i have read the report. i have no affiliation what soofer with the police specials. but i would like to sbeak from the pro-- i would like to speak from the perception as the taxpayer. if the 10-b program is the elephant in the room, it is a drain larger than these patrols. i think the city government is saying they will go up to obtain the mean, but they can't because all the government entities are running into similar problems. so you knt do that. so you need to solve the problems locally. it seems to me police patrols are a tool. a way for you to consider solving the problem. i would like to offer this report. which in my opinion is diametrical opposition to the report that was offered airlinier. -- earlier. the reason for that again is because this prort talks about what this benefit to the taxpayers. so i would hope that the discussion doesn't stop here.

to give us lots of material on the history of patrol specials and some of the evolution. we also looked at the rules and procedures and the evolution of those and all the changes that occurred since the commission started with rules and procedures, right down to the current interim rules. we looked at disciplinary cases, we looked at actually were the beats were. there are 64 beats. the city, and that has an historical -- there are 64 beat's throughout the city and that has an historical background. we look at which ones were active and which were not, and we met with a smaller group of concerned special patrol clients and a few patrol specials themselves for more in-depth discussions on things as we were finding them out. some of the things that we found out i will go over in detail. but because most of you will have had a chance to chat with and all of you have had a chance to read the report, there is a lot more in the newspaper and on the television already about this. the final recommendation for the city. keep in mind, are charged with this was to look at, what is the mission, vis
